Nabil Dahane said he’s desperate for closure after the body of his 20-month-old daughter Sarah was discovered in a house in Herald Way, Bicester, on May 16 2013.
Police launched a fresh appeal two weeks ago naming Angela Whitworth, 43, as the prime suspect in the murder investigation.
Yesterday the Ugandan National Police made the arrest and Thames Valley Police confirmed they are no longer appealing for information to help find Ms Whitworth.
Speaking yesterday the youngster’s father Nabil Dahane said he believed the woman arrested to be Sarah’s mother who is thought to have fled the country after Sarah’s death.
He said: “We are looking forward to this stage of the investigation.
“I am just really pleased that there has been an arrest. I am desperate for justice to be done.
“I believe the woman who has been arrested is Sarah’s mother. The police called me this morning to inform me of the news. I couldn’t believe it.”
At the time of the appeal, Sarah’s father said he still struggled over the death of his daughter and called for justice to be done.
He said: “Sarah’s tragic loss has had a profound impact on my life and I am still struggling to come to terms with it all.
“It may never go away, but perhaps seeing justice done for my daughter may ease my pain.
“She was so beautiful, lovely and lively. Our time together was happy and precious.
“She meant the world to me, still does and always will.”
In 2015, officers travelled to Africa, believing Ms Whitworth to be in Kenya, to work with Thames and Chiltern Crown Prosecution Service, the National Crime Agency and Kenya Police Service.
Yesterday The Uganda National Police detained a 43-year-old suspect in a joint operation with Thames Valley Police.
During the appeal Thames Valley Police detective superintendent Ian Hunter the investigation had been lengthy and complex.
Speaking in September 2014, Mr Dahane, who met Ms Whitworth in Morocco in 2006, said he was not sure his ex-wife would ever return to the UK to answer police questions.
He said his daughter had died when he was close to winning an 18-month custody battle and that he felt let down his ex-wife had still not been brought back to the UK to speak to police.
