Bruce Odhiambo forced me to pay Sh180m for fictitious ICT project - former Youth Fund CEO

The former Youth Fund CEO has told the PIC that board chairman Bruce Odhiambo forced her to pay Sh180 million to a company contracted to deliver a fictitious ICT strategy survey.

Catherine Namuye said in startling revelations that Quorandum did not deliver any work despite having been paid the colossal amount.

The board was behind the non-existent contract, Namuye said, adding she was forced to make payments even when procurement laws were not adhered to.


She said Odhiambo made her a sole signatory of the account for the Youth Enterprise Development Fund against regulations governing management of public funds.

Namuye is being heard in camera by the Public Investments Committee led by Adan Keynan. She requested a private session to spill the beans on behind-the-scene schemes that led to massive loss of public funds.

On March 2, the company at the centre of the scam explained how it obtained the payment which is the subject of investigations by parliament.

Appearing before the PIC, Quorandum MD Mukuria Ngamau produced letters between his company and the Youth Enterprise Development Fund.

The documents state that on June 2, 2014, YEDF invited Quorandum to submit quotations for a Proposed Comprehensive ICT Strategy Plan and ERP Design.

The PIC said on March 11 that it would interrogate former Devolution CS Anne Waiguru on the scandal.

It wants Waiguru to shed light on happenings at the fund since chairman Bruce Odhiambo copied her and Mangiti in all his communications.
